What Caused the Ceuta Surge?

At least 67 migrants died this week making the crossing from Morocco to Ceuta, the Spanish exclave on the north-western tip of Africa. The world was shocked by images of an estimated 60,000 people breaching the border with the Spanish territory, and it has sparked a lot of political comment and activity, right around the world.

But as the majority of those migrants have returned to their homes in Morocco, the focus has shifted onto the reasons for the sudden surge, and attention is falling on background manoeuvring by some of the 'usual suspects'.
