In his speech, Biden called for unity and vowed to be a president "for all Americans".
Donald Trump, meanwhile, issued a number of last-minute pardons in the final hours of his presidency, among them his disgraced former senior adviser Steve Bannon.
In his farewell address, Trump told supporters that "the movement we started is only just beginning".
